				<content:encoded><![CDATA[<p>General Charles Wald, USAF (ret.), is a JINSA Distinguished Fellow. General Wald is the former Deputy Commander of United States European Command (EUCOM), where he was responsible for developing the air campaign of Operation Enduring Freedom in Afghanistan. Gen. Wald has also served as the Director of Strategic Planning and Policy at USAF Headquarters, Chief of USAF Combat Terrorism Center, and Deputy Chief of Staff for Air and Space Operations at the Pentagon. In 35 years as a USAF command pilot, Gen. Wald accumulated more than 3,600 flying hours and 430 combat hours.</p>

				<content:encoded><![CDATA[<p>Lt Gen Scott A. Howell is the former Commander of the Joint Special Operations Command. He retired from the United States Air Force in Aug. 2021 after a 34-year distinguished military career, primarily in special operations, with extensive deployment experience in Iraq, Kuwait, Bosnia, Haiti, Kosovo, Mozambique, Djibouti, and Afghanistan.</p>
<p>Prior to commanding JSOC, Lt Gen Howell served as the vice commander of the United States Special Operations Command (USSOCOM) Washington Office where he planned, coordinated, and executed USSOCOM initiatives with the Office of the Secretary of Defense, Joint Staff, military services, and other government agencies. Lt. Gen. Howell also served as Commander, Joint Special Operations Joint Task Force – Afghanistan/NATO Special Operations Component Command – Afghanistan from 2016 to 2017.</p>
<p>Lt Gen Howell serves as a Capstone senior fellow at the National Defense University, and the recipient of numerous accolades, including the Defense Distinguished Service Medal, Defense Superior Service Medal, the Legion of Merit, and Bronze Star Medal.</p>
<p>He earned a bachelor’s degree in management from the United States Air Force Academy and a master’s degree in national security studies from the National War College.</p>

				<content:encoded><![CDATA[<p>General Philip Breedlove is a 2018 JINSA General’s and Admirals Program participant.</p>
<p>Phil Breedlove is a proven strategic planner, motivational leader and talented communicator. He is a highly decorated retired general of the United States Air Force where he reached the highest levels of military leadership as one of six geographic Combatant Commanders and the Supreme Allied Commander of NATO.</p>
<p>During 39 years of service, he served in a variety of demanding command and staff positions, leading large-scale, diverse, global operations across two theaters of combat and earning a reputation as an inspirational leader focused on his people, their families and mission accomplishment. Leading a diverse political-military alliance, he was able to build consensus and form teams to accomplish complex tasks spanning multiple continents</p>
<p>As the Supreme Allied Commander Europe (SACEUR) and the Commander of U.S. European Command , he answered directly to NATO’s governing body, the North Atlantic Council, and to the President of the United States and Secretary of Defense. He led the most comprehensive and strategic structural and policy security changes in the alliance’s 70 year history. His diplomatic skills reassured allies, deterred potential aggressors, and maintained alliance unity during the most dynamic and challenging period since its inception. He led the forces of 28 nations and multiple partners in ensuring the security of an alliance that accounts for more than half the world’s GDP.</p>
<p>As Commander, U.S. Air Forces Europe and Air Forces Africa, Breedlove was responsible for organizing, training, equipping and maintaining combat-ready forces while ensuring theater air defense forces were ready to meet the challenges of peacetime air sovereignty and wartime defense. This diverse portfolio included both theater and operational air and ballistic missile defense, areas where his operational designs remain in place today.</p>
<p>As Vice Chief of Staff of the Air Force, he presided over the Air Staff and served as a member of the Joint Chiefs of Staff Requirements Oversight Council and Deputy Advisory Working Group during a period of intense challenge, including devising measures to meet the requirements of the the Budget Control Act’s required $480 billion reduction of the Department of Defense budget. Accordingly, he led the organization, training and equipping of more than 690,000 people serving in the U.S. Air Force and provided oversight of its $120 billion annual budget.</p>
<p>As Assistant Chief of Staff for Air Operations, Plans and Requirements, Breedlove directed all Air Force operations across the globe, oversaw strategic and operational planning, and set the requirements for all Air Force procurement. Additionally, he was one of two original authors of the Defense Department’s Air-Sea Battle Concept.</p>
<p>Breedlove served in a variety of assignments leading up to those leadership positions, including commanding a squadron, a group, three fighter wings, and a Numbered Air Force in service across three different continents. His extensive command and control experience in wartime, contingency planning, and humanitarian relief actions include operations in Africa, Asia and the Middle East.</p>
<p>He earned his Bachelor of Civil Engineering degree from the Georgia Institute of Technology and a Master of Science in Aerospace Technology from Arizona State University. Additionally, he completed a Masters of International Security Affairs from the National War College, a Fellowship in International Security Affairs, Seminar XXI from the Massachusetts Institute of Technology, and completed Leadership at the Peak at the Center for Creative Leadership Colorado Springs.</p>
<p>Breedlove currently serves on the Georgia Tech Advisory Board, as a Distinguished Professor in the Sam Nunn School of International Affairs at Georgia Tech, as a Senior Advisor to Fairfax National Security Solutions, and on the Board of Directors of the Atlantic Council.</p>

				<content:encoded><![CDATA[<p>Jack Gardner served in command positions in Europe, Latin America, Korea, Bosnia, Iraq and numerous locations in the US. In his final assignment he served as the Deputy Commander of U.S. European Command in Stuttgart, Germany and the US military forces stationed throughout Europe. He retired from the Army in May 2012.</p>
<p>He earned a Bachelor of Science Degree from the U.S. Military Academy at West Point and a Masters degree from Georgetown University. He also completed a year-long Advanced Leadership Initiative Fellowship at Harvard University and attended the Singularity University Executive Program at NASA Research Park, Moffett Field, CA.</p>
<p>A native of Columbus, Ohio and a life-long Ohio State football fan, he lives in Alexandria, Virginia. His current focus is in two areas &#8211; 1) how to measurably improve economic opportunity for all young Americans by linking public education, job skill development, and the evolving job market, and 2) the development of artificial intelligence tools to provide real-time access to practical knowledge.</p>

				<content:encoded><![CDATA[<p>Lt. Gen. Henry A. &#8220;Trey&#8221; Obering is Director of the Missile Defense Agency, Office of the Secretary of Defense, Washington, D.C. The MDA is Presidentially-chartered and mandated by Congress to acquire highly effective ballistic missile defense systems for forward-deployed and expeditionary elements of the U.S. armed forces. Additionally, the agency will develop options and, if directed, acquire systems for ballistic missile defense of the United States. As Director, General Obering is the Acquisition Executive for all ballistic missile defense systems and programs.</p>
<p>General Obering, a native of Birmingham, Ala., entered the Air Force in 1973 after completing the University of Notre Dame&#8217;s ROTC program as a distinguished graduate. He received his pilot wings in 1975 and flew operational assignments in the F-4E. The general was later assigned to the Space Shuttle program and participated in 15 space shuttle launches as a NASA orbiter project engineer and was responsible for integrating firing room launch operations. Other assignments include tours with the Air Force Inspector General, the Defense Mapping Agency and Electronic Systems Center.</p>
<p>Prior to his assignment at MDA, the general planned and programmed 68 joint, Air Force and international programs with a $28 billion budget as Mission Area Director for Information Dominance on the Air Staff.</p>
