JINSA Trip to Israel for American Hispanic Leaders participant and California’s 47th Lieutenant Governor Abel Maldonado (left) with Knesset Member Avi Dicter. Mr. Dicter is a former Minister of Internal Security and served in the Israel Security Agency for 30 years rising head the agency from 2000 to 2005. Dicter briefed the participants on Israel’s counter-terror methodology and practice. Before meeting with Mr. Dicter, the delegation toured the Knesset and learned about how Israel’s unicameral legislature functions within its parliamentary democracy.
