CDR Mark E. Newcomb, USN (ret.)
CDR Mark Newcomb is a former principal legal advisor to Commander, Battle Force 7th Fleet, with his expertise focused on Law of the Sea and Law of War issues.
He is currently Counsel and Vice President for ‘Claims, Insurance & Regulatory Matters’ for ZIM American Shipping Services Company, LLC. He is also the general agent for ZIM Integrated Shipping Services, Ltd. and supervises all legal affairs, risk management, and regulatory programs related to ZIM’s marine and inland operations throughout North America, Central America, and the Caribbean.
CDR Newcomb graduated from the U.S. Naval Academy in 1981 and served as a Line Officer until his transfer to the Judge Advocate General’s Corps in 1988, after attaining his Juris Doctor from the College of William and Mary School of Law.
