LTG Charles Hooper, USA (ret.)

LTG Charles Hooper, USA (ret.) is a JINSA Generals and Admirals Program Participant and the former Director of the Defense Security Cooperation Agency (DSCA). In that role, LTG (ret.) Hooper led the agency responsible for the sale of all U.S. weapons systems, military equipment, and support services to foreign governments.

Over the course of his career, LTG (ret.) Hooper held additional senior level military-political positions around the world. Prior to his role at DSCA, Lieutenant General Hooper served as the Senior U.S. Defense Official/U.S. Defense Attaché and Chief of the Office of Military Cooperation at the U.S. Embassy in Cairo, Egypt. LTG (ret.) Hooper has also served in other distinguished roles including Director of Strategy, Plans, and Programs at U.S. Africa Command, Deputy Director for Strategic Planning and Policy at U.S. Indo-Pacific Command, and U.S. Defense Attaché to China. He is a graduate of the United States Military Academy at West Point and Harvard University.
