The dangerous rise in tensions came in a context that included lethal Iranian attacks on shipping in the Gulf, multiple rocket launchings against Israel by Palestinian groups in southern Lebanon, wide scale political and economic turmoil in Lebanon, and the continued advancement of Iran’s nuclear program under newly-inaugurated hardline President Ebrahim Raisi.
